Panelope is an AI-powered verified community engagement platform. We provide tools for civic research, public opinion measurement, community polling, stakeholder engagement, and qualitative insight discovery. Our Services enable organizations and individuals to create, distribute, and analyze surveys, polls, interviews, and related engagement activities across civic, political, nonprofit, corporate, and research contexts.
2. Eligibility
You must be at least 16 years of age to use our Services. If you are between 16 and the age of majority in your jurisdiction, you represent that your parent or legal guardian has reviewed and consents to these Terms. We do not knowingly collect information from individuals under 16.
3. Account Registration
Certain features of our Services require account registration. When you register, you agree to provide accurate, current, and complete information. You are responsible for maintaining the confidentiality of your account credentials and for all activity under your account. Notify us immediately if you suspect unauthorized access.
4. Use of Services

- Submit false, misleading, or fraudulent survey responses
- Attempt to manipulate poll results, create duplicate accounts, or engage in coordinated inauthentic behavior

- Attempt to reverse-engineer, decompile, or extract source code from any aspect of the platform
- Use automated tools, bots, or scripts to interact with the Services except through authorized APIs
- Violate any applicable law, regulation, or third-party right
5. AI-Powered Features
Our Services incorporate artificial intelligence technologies to enhance engagement quality and analytical depth. AI is used for:
- Poll and survey design assistance — helping creators craft effective questions
- Adaptive interview follow-ups — AI-guided conversational exploration of topics based on your responses, with a maximum of three follow-up rounds in total per engagement
- Response analysis and clustering — identifying patterns, themes, and emerging topics across responses
- Report generation — interactive querying of results
AI-generated outputs are analytical tools, not editorial positions. Panelope does not endorse, promote, or advocate for any political position, candidate, or policy. AI interactions are designed for neutrality and are monitored for bias.
6. Intellectual Property
All content, software, design, branding, and technology comprising the Panelope platform is owned by Panelope Ltd or its licensors and is protected by applicable intellectual property laws. You retain ownership of content you submit (survey responses, poll data, organizational information), subject to the license you grant us in Section 7.
7. License to User Content
By submitting content to the Services, you grant Panelope a non-exclusive, worldwide, royalty-free license to use, process, analyze, store, and display that content as necessary to provide the Services, including AI-powered analysis and aggregated reporting. This license does not grant Panelope ownership of your content. For details on how we use and may share your information, see our Privacy Policy.
8. Disclaimer of Warranties
Services are provided "as is" and "as available" without warranty of any kind, either express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, accuracy, or non-infringement. Panelope does not guarantee that the Services will be uninterrupted, error-free, or secure at all times.
9. Limitation of Liability
To the maximum extent permitted by law, Panelope Ltd and its affiliates, officers, directors, employees, agents, and technology infrastructure providers shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of data, revenue, profits, or business opportunity, arising out of or related to your use of the Services.
10. Indemnification
You agree to indemnify and hold harmless Panelope Ltd, its affiliates, and its technology infrastructure providers from any claims, damages, losses, liabilities, and expenses (including reasonable legal fees) arising from your use of the Services, your violation of these Terms, or your violation of any third-party rights.
11. Termination
We may suspend or terminate your access to the Services at any time for violation of these Terms or for any other reason at our discretion, with or without notice. Upon termination, your right to use the Services ceases immediately. Sections 6 through 10 survive termination.
12. Changes to Terms
We may update these Terms at any time. Material changes will be posted on our website with a new "Last Updated" date. Continued use of the Services after changes constitutes acceptance. We encourage you to review these Terms periodically.
13. Governing Law and Dispute Resolution
These Terms are governed by the laws of the State of Delaware without regard to conflict of law principles. Any dispute arising under these Terms shall be resolved through binding arbitration under the rules of the American Arbitration Association, conducted in New York, New York. Either party may seek injunctive relief in any court of competent jurisdiction.
